The Organisation Commune de Lutte Antiacridienne et de Lutte Antiaviaire (OCLALAV) was established in the 1958 but faced financial challenges and was not well-adapted to the ecological and economic interdependencies between the Maghreb and Sahel countries, which are crucial for effective cooperation in managing desert locusts. ^[1] It was replaced by the FAO Commission for Controlling the Desert Locust in the Western Region (CLCPRO).

OCLALAV was responsible for several innovations including the exhaust nozzle sprayer and the use of barrier treatments with dieldrin as an insecticide. ^[1]
